New York Laboratory and Analytical Testing License

Looking to become an Analytical Tester for New York-grown Flower? You need a Laboratory License!

Currently, there are only four (4) licensed flower laboratories in New York, and new retail stores opening could present a considerable bottleneck in the supply chain!


License Fee

  • License application fees are $1,000 for all types of Adult-Use and Cooperative Licenses.
  • License application fees for ROD and ROND licenses are $10,000.
  • License expires (2) years after the issue date.
  • License renewal fees are equal to the original license fee (This is not always the case.)


Things To Know For Your Laboratory License Application

To apply for a license, you complete the application process, which includes submitting the following documents:


  • Must be at least 21+ years of age
  • You must not have any disqualifying criminal convictions
  • Must be a resident of New York
  • Business Plan is required
  • You are the leaseholder or owner of the property-zoned location
  • Bank Statement
  • Driver’s License or Supplementary Identification Form

If... Then...

  •  If the applicant qualifies as a social and economic equity applicant, then they will qualify for a 50% reduction, waiver or deferred fee.


What Happens After I Submit My Laboratory License Application To The OCM?

After the submission of your Adult-Use Processor License, the OCM will review it and may request additional documents or information. You will be issued a license from the OCM to operate in New York upon approval.


Approved Laboratory and Analytical Testing License Activities

  • Possess and alter the physical properties of flowers. (For testing purposes.)
  • Possess and alter chemical properties of flowers. (For testing purposes.)
  • Test for chemical contaminants.
  • Test for microbial contaminants.
  • Test for dissolution.
  • Test for disintegration.
  • Test for sterility.
  • Test for stability (i.e., product shelf-life)
  • Ensuring all products are meeting New York State Control Board regulated quality standards.
